You can do most of this using Microsoft's Zero Administration Kit (ZAK) which can be downloaded from Microsoft's msdn site. It is a free set of tools that will create a set of system and group policies which will be put in place at login. These can be bypassed by a sophisticated end user.

You'll need to actually read the docs to make this work, and plan things to implement things like roaming profiles or system policies. It's not a magic 'Drop this in and instantly your problem goes away' kind of situation.

In order to have different desktops, you'll need to enable multiple users under Win98. Unless you want to do this on a station by station basis, you'll need a server running NT Server or Win2K Server to handle validation and implement login scripting. Win98 can handle multiple desktops, swtart menus and the like without assistance, but security is non-existant under most circumstances; there is no way to lock down things on the local station.
