I don't think that is correct. Since the runtime licence is royalty free, you're free to use them as would anyone else who installs the runtime licences from any application that distributes them.

The thing about distribution, I don't know for sure. The runtime libraries are free to download from the installshield site, Though I can imagine there is a clause that you may not distribute them when you don't own the developers licence. Anyway, I failed to find some detailed info about this in the licence agreement.
