The simplest way is to use the WSH Wscript.Shell CreateShortcut object; there have been numerous articles here on UT on this, as well as coverage in the 5 part article that George Tasker and I did for the VFUG newsletter (www.vfug.org) a while back. There are numerous discussions of the Wscript.Wshell object in the various entries in my .sig block as well.

George also created a .DLL that could be added to a system that could be accessed via DECLARE...DLL without the presense of WSH 2.0 or later on the target machine; it can be downloaded from the Files section here on UT. There's excellent documentation included with his File download.
