Perhaps you do have open files.

The first step to create setup disks is to copy all the required files to a separate folder - apart from the development folder.

The reason - apart from the file-in-use problem - is that you will usually not include all files. For instance, you need the executable, but not the separate PRGs, forms, etc., which are already part of the executable.
