ActiveDoc works in a similar fashion as ActiveX controls in that they are run at the client computer. Sort of defeats the purpose of serving a report over a browser. The difference is that ActiveX controls are light-weight.

For a simple list you might try a run-of-the-mill ASP page that returns an HTML table.
