It seems, then, that VFP is misbehaving. I am not sure, but perhaps some workaround is possible, with a user-defined report variable.
For instance, you can call a function from the report footer, that incrementes the variable.
It looks like this will get complicated, so if somebody suggests a simpler solution, you should probably use it.
