It should be REFER_TO.SCT, not FPT. After installing some other application Windows might thingk that SCT extension now belongs to that application, however it does not change the way VFP thinks about it.
Typically you can safely delete your FOXUSER files. In some cases they might be used in the application, for example if you want to suppress appearing of the Print Preview toolbar, but thats up to you to decide if it should be used.
Since FOXUSER contains a lot of info about the development environment there is a chance it contains some corrupted info.
