Is there a way to get info about printers in the network ?

What I'm searching is a way to know if the printer is ON or OFF
and if Paper is in the printer before I send the report to the
printer.

Does someone knows an API or an OCX that returns this information ?
I was searching and havent found a sample to get the printer status
and return a message to the user if printer is OFF or hasnt Paper.
