Your two responses in this thread (quoted below) seem contradictory ... first, you indicated that there's no limit so long as there is one copy for each user. Then, you said it would be against the law to install on a client's computer, even if only the developer will use it. Was your second comment based on the specific comment that "our laws do not allow that", and not in reference to the EULA?
