I think what is meant is that programmers -- who moved away from the practice of prefixing variable names with "m." -- may have also simultaneously adopted Hungarian notation for variable names. The two practices are obviously not related, but the observation as I understand it is that Visual Foxpro version Seven of Nine is much slower working with memory variables that are not prefixed with "m." than without.
When I worked a lot more with the LCK I recall there was an internal mechanism in Foxpro that maintained the list of memory variables. Perhaps VFP 7 takes a greater amount of time locating the memory variable in question when it is not prefixed with "m."? That's just pure speculation.
I would be absolutely willing to run some VFP source code to test this under both VFP 5 and VFP 7 (I never did use VFP 6 on account of the horrid help system) in case someone wants to try collecting some actual statistics.
