If by WAPI, you mean the Win32 Platform SDK, yes, XP supports the base Platform SDK, and a superset of the base functionality of NT. There are a number of APIs which had been reported as discontinued several years earlier in the Platform SDK that are not supported without running in a compatibility mode.
