1) No I don't know what IE does behindthescenes.
2) It's easy. Create a form and drop one 'web browser control' from 'Tools\Component galler\Visual foxpro catalog\internet'

Virtually anywhere code (A commandbutton for example):

thisform.WebBrowser.Navigate2('file://'+lcMyDocPathAndName)

There are samples in solution.app I think. Also check MSDN help.
