It is a great beginners tool. You can get it through Cary Prague books (on the web). It is $30US I think. Which is an extremely good deal. It cost a lot to send it up to Canada. The GST and duty were only a few cents but UPS charged me a $30CAN brokerage fee. Bandits!

I bought it after using VFP for over 2 years, and it has some good points for experienced developers, but is really aimed at beginners.
