The strange was that I was able to reproduce that only when I view http://www.wirelessweb.com/messagecheck.asp in my browser (MSIE6).
Displaying www.wirelessweb.com (with frames) in the browser, does not open a new window.
The problem I identified is with

<base target="main">

tag in the beginning of the http://www.wirelessweb.com/messagecheck.asp
which targets all followed links and submitted forms to frame, named "main".
If such frame does not exists - it opens a new window.
I am looking for a workaround.
