No, haven't seen this. We make permission changes frequently, because user access gets added
to dirs fairly frequently. It might do some weird stuff to the site prompting for passwords
while the permissions are being changed, but GPF's because of it I've never seen.
The locking issue is pretty serious at Surplus even now in a slow stretch. Updating the
homepage takes like 3-4 minutes or so and sometimes not at all forcing a shutdown. Luckily
there are only a few pages that are busy like that. Images too - buttons, logos etc.
