The definition of "best" may vary from person to person, and bang for the buck will depend on your requirements vs. your budget. FWIW I can recommend the Amyuni PDF Converter from first-hand experience, although if cost is your primary concern there are less expensive alternatives. I have also used activePDF, which is again not the cheapest product around but is a good one particularly for server applications. For a semi-complete list of PDF driver software see
