Each user under W2K has a profile stored in a folder under C:\Documents and Settings e.g. C:\Documents and Settings\Administrator. Within each user profile folder are a \Desktop folder holding the Desktop shortcuts and a \Start Menu folder holding the contents of the Start Menu.

There is also a profile C:\Documents and Settings\All Users. You can simply get the Administrator user to copy shortcuts/folders as needed from his profile to All Users. After doing so Administrator may want to delete them from his own profile or those entries will appear duplicated for him.

All of this presupposes that users other than Administrator have security privileges to run your FP setup.

I believe modern installers handle this sort of issue automatically - they can offer the person running your installer the option to let just Admin run it, or to set up the app so All Users can run it. If you're not using one it might be a good investment.
