Each local Microsoft office makes their own decisions about hosting user group events in the evenigns, often times they have to have someone there that evening to be at the event. If only 15-20 people attend each month, it is soemtimes hard for them to justify vs. other meetings like SQLServer. What has helped in the past and recently is that when you contact the local offices, include me in the email and I can help talk to them to convince them it is a good idea, sometimes it has good results. But in the end, it is the local offices decision based on their time, resources, etc.
