I also has met the same problem for Turkish character on a pc that has German Window Version.
I has solved this problem by adjust windows reginal language setting.

Only Window 2000 professinal has adjustable language settings for this type chracter problem, Although the other windows version like windows 98, window Me etc. has similar language setting haven't same functionality.

to adjust language in window 2000,
1. Open the 'Start > Setting > control Panel > Regional Options' setting form.
2. On "general tab" push the "SET DEFAULT" button.
3. Select Chinese language as "the appropriate locale"
