I call this "big policy" because it impossible to understand. I know that MS has piece in many companies, like it competitors - Oracle, Borland... And I think that localization and customizing is not a good piece for business - a lot of problems and a lack of money - that good business only for small and middle companies. And I am sure - MS knows about this business rules. And we pay a lot of money for MS for upgrades and new versions...
Anyway, we can only wait - future will show what does that really mean :).
