The VFP7 Help seems to be mute on the functionality of ", ' and [] within constants. It does mention, under creating character expressions, that a string containing doube-quotes and/or apostrophes can be created using the {} pair.
However, Hacker's (for 7) mentions a compelling reason why these perform differently when defining constants. My opinion is that they have a point and that their differing results are more by design than a bug.

"Better" is very subjective. Coding style is highly personal. All methods that work to give the desired result as far as constants are concerned are legitimate to me.
