To avoid this type of problem, you have to clear tag and tag2 of your report.frx, do the following
use report.frx
replace tag with "", tag2 with ""

** After that,
Brow
** go to the expr field and pres CTRL-HOME to edit the memo field
** leave only the next parameters with its value
ORIENTATION
PAPERSIZE=7

** Then pres CTRL-W twice and then
