A difference between VFP6SP5 and VFP7SP1 has been observed and reported as a "bug" in the absence of information (official) to the contrary.
Should MS respond that this is "by design", then by all means some might call it an "improvement". Personally, I would call it a change worthy of documenting in the SP1 release notes.
