There isn't a single command, but you can use Exchange's object model to create a
message and set the properties so that it goes where you want it without further
user intervention.

Now that I have Exchange set up correctly on my computer, maybe I'll actually be able
to figure out the syntax so I can answer the question correctly next time. :-)
