It COULD be Citrix. There is a connection option (actually two) in the connection settings, one of which allows client-side printers to be connected, and the other to automatically set the default to the client's default printer. This would override a printer defined on the Citrix server and set as default, the logic being that if a remote user connects and has a printer attached to his/her workstation, logically they would want their output to appear at their printer, not some network printer.
This setting is also configurable on a per-user basis, so if only SOME of the users need the network printer as the default, you can alter only those users and leave the others alone. Also, if this Citrix server is accessed on the LAN rather than by remote users of a WAN or dial-up, setting the network printer required for this report as the default on each user's workstation would also take care of it.

In other words, we have a card that prints to one of the network printers with the special card stock in it, but if the user's default printer is set to something else, it always goes to the default printer. Consequently, I've had to use 'report for ... to print prompt' every time, which the client hates.
