Most experienced VFPers agree it's better to save your image files as a file on disk rather than in a GENERAL field - mostly due to table bloat, but also because it's easier to do the kinda thing you are trying to do.
If the images are JPG and GIF, you can insert a browser object onto your form. This will give you the scrollbars you need.
Alternatively, you can purchase one of the image control activeX's around.
