Printing complex BMPs - corruption

I am using an ActiveX control to generate a PDF417 barcode on disk called "PDF.BMP". It is a 2-bit black and white BMP. I then have a picture control on a report which references PDF.BMP and prints it. The picture control is set to "clip picture", no scaling.
The odd thing is that the PDF417 image on the printer has little one pixel "spots" scattered throughout the image. I have tried this on a couple different laser printers. Tried VFP6 and VFP7. Win2K Pro.
If I substitute a "simple" BMP image on the report, with "Hello, World" text in the BMP, it looks fine, no spots.
Anyone have an idea of what's going on here?
Thanks,
Paul
