You can't a taskbar when you do this. You are basically disabling the whole Windows UI, which is what it sounded like what you wanted to do. You can't have your cake and eat it too.

If the users have a restricted set of things they can do then you can either mimic a taskbar, or use some of the Windows Administrative functions which I think (I've never tried using them before) can give various rights to each of the users.
