Hi Ray,

You probably may use Microsoft Agent for this. The only thing is how to redirect its voice output to phone (COM port?) instead of speakers (or to .WAV file and then send to phone?) I did not try that.
In any case check the text-to-speech engines which are recommended to use with MS Agent.
