In VFP 7.0, is there a setup wizard?

I Put together a small VFP EXE (vcr.exe). Put the EXE in a network directory, along with VFP7r.dll and VFP7renu.dll as suggested in the VFP help file.
When a user clicked the EXE file a messagebox comes up requesting "MSVCR70.dll".

Any ideas?
