And to muddy the waters, there is MSDE 2000, which is the Desktop Engine. It can support multiple users, is distributable, and is included with VFP7 (and probably Visual Studio.NET, but I'm not sure).

I don't think it comes with Enterprise Manager, so that would be a downside.
