You can use the RASDial facilities either directly (have a look at the
MSKnowledgebase. I don't have an Article at hand but You should find
some with the keyword "RasDial", "DUN" or so). And You can use Winsock (I have not done that but there are several topics in here).

Alternatively You can buy a Dialup-Control (We use RASX from mabry, wich
we found was the best. And they also have a lot of internet-related stuff
www.mabry.com)

For the communication, sending and requesting data we use WConnect but
the wwIPStuff-Dll should also do -> www.west-wind.com

Another Idea would be to implement a webService. You will need IIS for that
as well as SOAP, both installed on the server and then You can start.
