Sounds like we're thinking about the same thing. I downloaded the file from the site you suggested. Would you like me to send it to you? It's a small zip file. I took a quick look at it and it looks pretty complicated, though it would probably be easier for a C programmer. Also, the author states that the documentation is not complete, but I assume it's sufficient to grab the messages from the OE file.
Are you seriously thinking about doing this? I am very interested in the project because it will be so much easier to search and manipulate data once it's in a dbf. It's very hard (actually, basically impossible) to work with the data in the OE file.
If you're interested in collaborating on this, I would be willing to do a lot of the programming if you can help me interpret the docs.
