I don't know what you've asked them. "But I did not ask can I distribute runtime files when I have a professional licences". If I did, I know I would have gotten the answer "NO". The exact mail I wrote is the following:

What is the status about licensing when using the Crystal objects
Merge files available from www.installshield.com ? Can I legally make distributions using these merge files ?


I'm curious what they're going to answer specifically. If they're going to say that you need a developers license, I'd inmediately ask why this is not mentioned anywhere on the very same site or in the download itself.

I'd suspect they know there is a hole in their licensing policy, or at least the licence info is missing, but want to keep it silent. I've send a second E-mail and am waiting for any reply.
