I'm just hazarding a guess here based on a problem I remember from Win 3.11 days Max but try the following. Make sure the MaintainServerList parameter of the SYSTEM.INI [386Enh] section on your 3.11 clients is set to No. This should prevent the client from trying to gather browse list information from the other machines and ensure that you master browse list is maintained by a Win 9x or higher machine.
