On VFP 6 and earlier I thisnk you don't, but can do a trick (this come at my main and is not tested)
Build a Container class and put in command buttons, set a property that holds the pageframe name, and set on the Click event a statement to set the active page of the pageframe.
Create the form and put the controls (container and pageframe)
On the pageframe set the property showtabs or tabs (don't remember) to .F. to hide the tabs, then align the container at top of pageframe
Of course you can put images on a button and text, juts than maybe don't shows well, but is an idea
