Is there something that tells me the design intention of this?

Looks to me to be a much better way to quickly check for new content in FAQ's or Downloads or where ever, versus running through a whole bunch of screens.

Is it accessible from within the Messages area?

Not that I can see. Would be nice to see a button on the Toolbar, eh?
