Of course, if you resize it, you'll loose quality. The only way to avoid loosing too much quality, as it is a GIF, is to save the graphic in JPG and then resize. That'll avoid loosing too much and should be, at least, better than what you have right now. Doing multiple versions of that logo would involve additional cost. This is not something that is done in 5 minutes.
