Shell.Application is an automation object that was added to the Windows operating system around the time of IE 4.0 - early versions of Win95 and WinNT will not have the automation object present unless at some point in the life of the machine IE 4.0 or 4.01 was installed on the system, which added the updated shell components. The shell components were not added by later releases of IE or subsequent SPs for Win95 or WinNT. Short of actually installing IE4, which may require de-installing a later version, installing IE4 and then reinstalling the later version, your only real option is to upgrade the operating system.
