Yes - Win2K will permit you to create a boot disk set that will get you to the Recovery desktop, at which point you can successfully access NTFS volumes, although only a console is available (no GUI.)
It's not a single disk - my recollection is that it's a set of 4 3.5" diskettes. As someone else mentioned, there are commercial solutions to this as well; in addition to NTFSDOS professional, mentioned previously, I use ERD Commander Pro from winternals, which offers a great deal more functionality than NTFSDOS, including the ability to muck with ACLs.
