It doesn't appear that you are doing anything wrong. Check a few things:

1. Is the CONFIG.FPW INCLUDEd in the project?
2. If not, is the CONFIG.FPW in the directory that the project expects to find it?
3. Is the TITLE coming up right? If not, you know you're not using the CONFIG.FPW
