I can't give you a general solution, but one possibility would be to use PacketWriting software for what you want to do.
There are so called Packet Writing Drivers from most vendors of CDROM burning software. One example is InCD (
www.nero.com). If such a driver is installed, you can format CDRWs in the needed format and then use CDRWs just like floppy- or harddisks. You can simply copy and delete files on/from the CDRW.
