Why should it be?

It does not compile to MSIL and does not use the CLR. If it were in it it would lose its main functionality and its identity.

There were a lot of discussions a year ago here and in the Fox Wiki. It was decided to take it out of the VS .Net Beta 1 and most of us agreed.
