I'm pretty sure it's for unlimited usage. I know that about once a year, my bill will be a dollar or so more, but I'm reasonably certain that's for using the 800 number, not because I've gone over some arbitrary limit. I have yet to go somewhere in the US where I couldn't come up with a reasonably local CompuServe number.
