that is very interesting problem. I routinely shut off my error handler and then turn it on again whenever I run reports with REPORT FORM, because of behavior you noted that the error handler doesn't work for errors that occur in reports and you end up having to use ctrl+alt+del.

However, as for other behavior of the minimized application coming to front like that, I have no idea.
