Outlook or OE will, as long as each user logs into separately with their own Windows account and user profiles are supported, as is the case in NT-derived OSes (NT, 2K and XP), and can be the case with 98 and ME if each user has their own user profile, desktop, etc.

Another solution is to use a WebMail system, where -noone- has their own mailbox on the system; instead, they log into the web and pick up their mail via a web interface. A number of ISPs support this, and you can do this with MS Messenger, with each user having their own Passport.
