The code that creates REPMETA is driven from the CheckMetaData method in the SFDataEngine class. In that method, if the table doesn't exist, CreateMetaData is called to create the table, then FillCollections is called to fill it. So, you could delete the table, then call SetupDataEnvironment (which ultimately calls CheckMetaData along with doing some other setup stuff).
