I don't know of any way to control volume (there is probably a windows API) but if you are simply playing sounds based on user input you might consider modifying each sound's volume individually. So Beep1.wav would be a beep noise recorded at level 1, Beep10.wav would be at full volume... then the user could select volume and all sounds during program execution would be affected...
