Did you log in as root or did you 'su' to root from a user? If you su'd then you must use "su - " to envoke root's environment, otherwise you are carrying your user's path into root and LinuxConf isn't on a user's path.

If it is not there when you log in as root then RH has finally removed it. Either you will have to add it or switch to their new GUI tools, This URL explains it. (At the bottom).
