Why not use Visual FoxPro in combination with SQL Server? I am not a SQL Server expert, nor have I used Oracle, but I think SQL Server is a great product.

Also, if you use one of the 3rd party VFP web frameworks, such as West Wind Web Connection, you can put together a great web system.

Also, VFP is able to work with ASP.Net if you want to go in that direction.

To summarize, VFP is a great, and very flexible product. In combination with SQL Server and the web, there isn't a whole lot you can't do.
